Grrr... won't start!

Drove home from work and went to vote. After voting, car won't start!
First thought was CPS, but I replaced that in the spring.
The car wants to start, sputters then dies.
I opened the hood and poked around and noticed the oil stick was bone dry!
Weird because I replaced the oil three weeks ago (every 5K with Mobil-1 0W40)and everything seemed fine... no leaks.
Recently on colder mornings I noticed blue smoke on start. Sucks because I had the turbo replaced a year and half ago and this can be a sign that its going again. I always let idle before turning off.
So, I went and got two quarts of oil. I put one quart in and checked. (Not the most accurate check after oil goes in, but what the heck) I added about another third of the next bottle and then tried to start.
Same thing. Wants to start but sputters and dies.
Check engine light on. Solid cranking. Begins to catch, then dead.
FRUSTRATING!
It's a '99 2.3lpt with 116,901 miles.
