Get a meter. You should have 14.25-12.40 volts with the engine running. The voltage can vary with temperature and time engine running etc.
Now check the voltage at the bulbs when they are on. Check voltage on ground wire; if not very low or zero the grounds are bad.
Are the lamps foggy?
