In the head light housing is the H7 lamp for the headlights, and a very small lamp for "city lights", or something. If only the small lamp is "ON", it will appear your headlights are dim when they are actually not even on.
Since both lamps stopped working at one time, the problem may be elsewhere. A blown fuse, the orange bulb-sensing relay, an open circuit in the wiring harness... Check voltages like Dean recommended, my guess is that your voltage is zero due to one of the above possibilities.
