From my experience all of the mileage figures you are quoting are terrible. I have an '01 Aero 5 speed Wagon with 18K miles, and, in the Boston area, I consistantly average between 26 and 28 MPG. Right now my SID says 27.5, and it was reset about 1,500 miles ago. Before that, it ran 26+ and hadn't been reset for 6,000 miles. I frequently hand calculate the milage between tanks to check the SID, and have found the SID on this car to be surprisingly accurate.
I doubt that gasoline brand or octane rating causes this huge difference between your Aero and mine. I burn high test in the hot weather (above 60), mid-range when the daily highs are expected to be below 60 and will switch to the cheap stuff when true winter sets in. I also have no brand loyalty and buy whatever is cheapest.
How long has it been since you manually checked the accuracy of your SID?
What is your predominant driving environment? Mine includes a lot of highway driving, but I tend to rip along at pretty good speeds. Also, a lot of my drives are over 20 miles, so the car has a chance to run with a warmed up engine and is not spending all it's time running in cold-startup mode. I'm sure the milage would not be anywhere near as good if I drove all city stop and go, or if my average drive was only 4 or 5 miles per trip with long 8 hour cooling off periods between.
The tire pressure on your snows will definately have an impact. What was the pressure you used in your 17" summer tires? I have 17" summer and winter tires (Hakka NRW), and run 40 lbs year-round.
If, in fact, you are getting less than 20MPG with a manual Aero, then something significant is not right, and I suggest you go to a different service facility (either dealer or independant) than you have been using and have your car checked out and tuned by somebody new.
