I just went through this with my 2000 which has standard headlights.
I use the garage door at night to get the headlights close. After adjustment it is easy to see whether the headlights are too high or low when you back up. Driving around on darkned sidestreets confirms a setting.
Before attempting adjustment I'd check to see whether the headlights have been hit. This could cause one or more of the mounting points to break, or, one of the adusting screws has pulled out of the socket on the back of the headlight gymbal...inside of the headlight assembly.
Another possibility is that the former owner had the bulbs replaced and they are not seated properly. Be especially suspecious of this if the high beams are correctly aligned and the low beams are not.
The adjustment screws take a 6mm socket. This will easily fit through holes in the frame above the headlight assembly. The effect of adjustment is immediately apparent.
