It is normal that the halogen high beam lights do not go on in conjunction with the Xenon high beam lights. This is the result of some arcane US Department of Transportation rule that limits the number of lights that one can have on simultaneously. The halogen high beam lights do function in cars manufactured for the European market, and the good news is that it only takes a relatively simple wiring modification to a relay (relay #666) in the relay panel behind the battery to activate the halogen high beam lights; just installing a jumper wire with a 15 amp in line fuse will accomplish this. Do a search on this board and you will find multiple postings on how to accomplish this change. The halogen high beam lights are more of a driving/projector beam, so they really do enhance the high beam experience on the 9-5s with Xenon headlights.
