'Proper' operation in snowy winter weather (kinda long)

Hi all,
Well, winter finally hit (it snowed a fair bit tonite), and I was out doing some evening skiing, and nearly found myself stuck on the local (Afton Alps) ski hill.
I have a 2001 Wagon (3.0L V6)(75K miles). New (as of April 06) FuzionHRI all season tires.
While leaving the ski hill, there was approx. 4-6inches of new powder. Fine, I thought, lets use Winter Mode. This reduced the wheelslip (as expected). When I hit the hill (Afton Alps for those Minnesotan's), that was about 8-10% grade, leaving the parking lot, I barely made it up. The TCS light appearred, and rev's pulsed between 1000-2500 RPM and I crawled up the hill at 3-5mph.
The rest of the ride home (approx. 30 miles) were an adventure with my getting stuck at one hill (forward movement stopped, had to turn around, find alternate pathway), to nearly sliding through an intersection.
Now, this is my first SERIOUS snow driving with this car, and frankly I was shocked how badly this car performed. IS THIS NORMAL? The rev limitation and the TCS light made it feel like the car was going to stall out and seemed to (I say seemed to, since I don't know 'proper' winter operation) have ALOT of issues with snow (consitent TCS light coming on and off during drive during starting, when accelerator pressed down). And the lack of forward movement on hills really surprising. I suspect part of it has to do with the rubber I have on the car (Fuzion HRI, fairly new, but they ARE all seasons).
Do I need dedicated WINTER tires? If so what is recommended?? Do people buy a complete second set (tires + rims)? Recommend that you buy steel rims? Any special rim needs for Saab?
My frame of reference (unfortunately) is against a 4x4 GMC Jimmy with All-Season radials on them, that seemed to get me anywhere, even in 2WD mode. The limited non-AWD drive experience I have had recently, suggests to me however, that this Saab does not seem to like winter driving... at least not with these tires...
What is NORMAL snowy weather performance for these cars??
