If it's a dealer then you sure don't need to worry about offending them with a low offer. I was just thinking about how my grandfather is selling his 1998 Cadillac Eldorado privately right now and some guy gave him a ridiculously low offer. It was sort of like one of those "do you think I am stupid?" situations. Anyway, that dealer sounds sort of scary. The fact he said 1999 engines aren't affected by sludge, and the fact he didn't tell you why the CEL was on - just that they would take care of it. It's probably something big and they're going to just pull the bulb on the light, haha. You definitely need to find out what it is on for. If you're serious about the car I would spend a few bucks and take it to a Saab specialist independent from this dealer. Have them take the Timing chain cover off to check for sludge, etc... Also see if you can get to the dealer early in the morning after the car has been sitting overnight without running. Start it up and run around back real fast to see if there's any blue smoke which would indicate a turbo failure (not too cheap to fix).
