They do need to be retorqued after a few miles.
Shops overtighten the bolts because no one will bring the vehicle back for a retorque and there are liability concerns if a wheel falls off. They don't care if you can get the wheel off with the tire wrench, or if the brake rotors warp from overtightening.
I check wheels with torque wrench as part of my long-trip checklist, along with checking all fluids, pressures, etc.
