What does the turbo gauge say? Can you boost almost over into the red?
If not, you may have a boost leak. Try pressurizing the intake path to about 10 psi and listen for any air leaks. We do this all the time on old turbo Audis to find boost leaks.
Check turbo bypass valve, boost pressure control valve (the thingy that runs the wastegate), vacuum hoses, O-ring seal on intake pipe, all the intake plumbing.
