I have one of the uncommon Forge diaphragm style BPV's. Diaphragms will all eventually tear, but I can easily replace them in my Forge unit at zero cost (free replacements from Forge) rather than the $65 throw-away Bosch unit (which will usually last 100,000 miles). Piston style BPV's are recommended to be opened and greased once per year, also an easy task.
My guess is that a new BPV willl not eliminate the noise. If your existing diaphragm is torn, a new BPV will result in the noise happening less frequently, but you will still hear it when the BPV receives the signal to dump excess inlet pressure.
