Since it is a 99 it might be that the gas tank has cracked around the tank pressure sensor and you will have a hard time seeing that from the hole.
No, if you don't see any fresh fuel around the fuel pipes and the clips are still there, the metal bracket will not cure the fuel smell but could be a good safety installation anyway.
The best would be to inspect the tank from below to see if any traces of fuel is leaving streaks on the outside of fuel tank, if not, the leak is so small that you will have to use a smoke machine to fault trace any further and maybe dropping down the tank to inspect.
