This isn't going to cause you to have an accident and die, it's an inconvenience. So they're not going to do anything.
I have to echo the others here and say that no dealer is going to remove each wheel, inspect/grease the hub and replace the wheel if you refuse to pay for rotation. I usually just have them do it, since I don't really have time to do it myself. But on the few occasions when I say that I'll do it, I don't expect them to remove the wheels and inspect.
You say you're calling the NHTSA like it's a threat...sorry dude, but they're not going to do a thing. It took a looong time for them to get involved with the DI Cassette issue, and that's a potentially dangerous situation.
