The spreader mechanism is likey rust bound, preventing full retraction of the e-brake pads. remove and rust can be removed and antisieze applied.
Remove the rear calipers (I lay my wheel nearby and carefully set the caliper
on the tire - don't complicate your life by removing the brake line unless planning a brake fluid flush not that there's anything wrong with that).
Remove the rear rotors for access to the e-brake mechanism. you already know how to retract the shoes to clear the inside of the rotor.
Also inspect the cable end boots, if moisture gets into the sheathing the cable will bind, but I'd expect you wouldn't be able to operate the brake at all.
