When the squeak is happening (you need to drive the car awhile, and it only happens when everything is hot) it still makes noise when just the steering is turned.
I was thinking tie rod end before as I also had a Sable that made a similar noise - I removed the tie rod, turned the tie rod end a quarter turn then it was fine for the rest of the time I owned the car.
I keep troubleshooting this thing 'wrong' - I finally realized that I need the suspension loaded to be a valid test. I had the tie rod disconnected at one point, turned the wheel manually, and it squeaked... but the strut DOES squeak when fully extended and turned (even removed from the car, on the bench).
I sprayed some lube on the strut rod but it made no difference.
When turning, the rod is fixed at the top and it turns within the strut.
