Pull the glovebox, put your head down in the foot well, run diags and look & listen.
you may hear nothing ... so yea the motor might be dead. unplug & replug the connector a few times to make sure that the connection is good.
you may hear grinding or clicking ... possibly indicating the motor itself. Some have been able to fix the motor by pressing the shaft back into the body.
it could also be that the flap is physically jammed ... check that you can operate it by hand.
while you are in there you might want to upgrade the stop arm to the new stronger saab part or the super strong aluminum part available from thesaabsite.
