I have a 2005 Arc Wagon, and here is how my sunroof switch works:
To tilt the back of the sunroof up for venting, push the switch upwards.
If the sunroof is already in the venting position, pushing the switch towards the front of the car will close the roof (i.e. lower the back of the sunroof so it is closed.) OR, pushing the switch towards the back of the car will lower the sunroof and then slide it back into the retracted (fully open) position.
There is no need to push the switch twice to go from the venting position to the fully open position (although you need to hold the switch long enough to accomplish the move you want. If you just want to close the roof, you need to push it forward and hold it until it fully closes, if you want to slide it open, you need to push it backwards and hold it until it begins to slide open -- then it will continue to open most of the way even if you let go of the switch.)
Also, if the roof is fully open, and you want to put it in the venting position, just push the switch upwards and hold it until the roof has tilted upwards. There is NO need for two switch movements (one to close the open roof and the second to open it to venting. Only one push and hold of the switch is necessary.)
