Do you get as much air out of the vents as you would expect with the system on high? Does it seem like there's no point to the lower fan speeds? If you turn down the fan and open all the vents, including the back seat ones, does it become hard to detect a draft?
If so, you've got a clogged cabin air filter!
This happened to my Saab. It was slow to cool down on hot days, although it would eventually get cool. It pushed cold air, but not enough of it.
Replacing the cabin air filter isn't *that* hard and it's pretty cheap. Given the sour smell, I'll bet it's got lots of leaves in it. Be sure to vacuum the opening out good... it's the best way to get the old foam chunks out, too.
With the new filter, my A/C is performing great again. It can even get too cold.
