a/c diagnosis--long

Spent some more time trying to get the a/c to work on my new to me 2000 SE wagon this weekend. Changed the cabin filter, but unfortunately, still no a/c. Starting to think that the problem is with the electric valve that regulates the flow of coolant into the heater box. Noticed that the lower of the two pipes behind the cabin filter was cold and the upper was hot even though the outside temp was in the 80s. Checked the refrigerant level on the low pressure side and it was in the green zone (15 pounds with compressor off and 40 pounds with compressor on). Seems to me that the a/c and heat are on at the same time. Has anyone here found a way to manually turn the heat (hot coolant flow into heater box) off? I was thinking that if I could do that, I could at least narrow the possible list of problems. Most of the posts I have read here talk about a Code 8 being the source of the problems, but when I do the recalibration thing I get no codes at all.
