If it's running rough after a turbo replacement, possibly a piece of the old turbo went through the engine (should be obvious when examining the old turbo if a blade broke off or anything like that) and damaged something (a compression test will find this). But this would be very unusual.
It's possible that an oxygen sensor or the catalytic converter was damaged by the oil going through it, but then you would get a check engine light.
It's most likely that something was done incorrectly in the repair and now you have a vacuum leak due to a loose connection. It's critical that all vacuum lines and piping be hooked up without leaks.
