This is a very common problem. The alarm siren has backup batteries in it that go bad after a while and the alarm does some crazy stuff. You can search the board- there's tons of information. On the 1999 the alarm module can be taken apart and have new batteries soldered in. If you take it to the dealer they're going to charge you $400 plus labor for a new siren module. You can also just have them remove it and just use the Tech II to disable the siren and use the horn to beep when you lock/unlock the car and go off as an alarm. For now, pulling fuse 14 under the hood (not in the dash) should make it stop. But you also won't have air conditioning.
