Retorquing can be done..... Saab and many indy's will recommend replacing the head gasket; your indy's proposal is a sound and very effective way of fixing the problem.
On the other hand.... many have retorqued the head with good results. You could do this and plan on the more expensive repair if results are not satisfactory. If you do proceed with retorquing have a new valve cover gasket kit on hand...available from eEuroparts.
For further research do a search on "retorquing head bolts". 32 hits came up, with a few from Swedecar.
The headbolts on the 9-5 are M12 bolts. Saab's tightening specs (WIS) for your car are as follows:
Step 1: 30 ft/lbs.
Step 2: 44 ft/lbs.
Step 3: Another 90 degrees
Note that these specs are for a de novo situation. Actual "retorquing" specs are NOT included in the WIS. A true de novo situation would include a new head gasket and new bolts.
