First you have to be absolutely sure the timing belt is timed properly.
After that you can remove one valve cover and see if the lifters are tight when the cam loobs are not pushing on them.
If you have no clearance between cam and lifter, it is probably pumped up and you might be able to crank over the engine until the cam loobs have pushed them enough times to slowly bleed off the oil.
