You are asking a question that the jury hasn't quite resolved. The short belt in theory should be better. I have one with and one without. I am considering changing the long belt to a short one but I did it for my neighbor on a 99 SAAB. He reported that a different engine noise and some vibration in the steering wheel developed after I changed the belt. This became less noticible after a while and it was not a BIG problem to begin with. It did save him 45.00 on a new pulley that is now not used. I can't make a rational suggestion at this point since I haven't experienced it myself. It does not affect the V-6 Engines.
The on star problem is not the car's problem it is a problem brought about by the FCC when they allowed all future traffic to become digital and no longer analog. Motorolla made a convertible system which will handle some mixed signals beginning with the 04 models. Those will be retrofitable. My new car is all digital ready for the 08 cells but it really sucks on those towers that are still analog- lots of drop-offs. I don't have much hope for a retrofit kit for the earlier cars because of population of five year old cars in service. I talked to motorolla and that was the response - they didn't think it would be worth the effort and it would be very expensive- still cheaper than a new car but------ Only my daughter would buy a car because of on-star

On running cables in a 9-5 about all I can say is good luck - it took the dealer a full day to run a cigar lighter plug wire to the trunk area in my wagons for my refrigerator.
