Changing the Air Filter in my 03 Aero

I was changing the air filter and as I saw a DIY picture, the screws are supposed to be torqs, mine were conventional phillips screws. They were so rusted that three of them snapped when trying to remove and the one that came out complete was simply out of luck. I will post pictures for all to see.
Has anyone run into this problem before, and if so, is there a way to prevent rust from eating more screws, nuts and bolts? what material is better to replace a rusted one? Stainless, Galvanized?
