Once the stuck wheel is off, the mating surfaces must be cleaned with a wire brush or one of those scotch-brite cleaning wheels using an air-powered angle grinder. Particular attention must be paid to the centering flange area.
The bolts hold the wheel on, not the mating surface. I've used anti-seize on hub surfaces on earlier Saabs with no ill effect. Even used it on the bolt threads, and no problems, when the wheels are torqued properly onto a clean mating surface.
The only wheels I've ever seen that were a problem were the early 99/900 "Inca" wheels with their special wheel nuts. Those nuts kept loosening, a problem quickly solved by switching to a later wheel/nut combo.
