This piece of foam is to heat trace the PCV hose to prevent icing, by using wast heat from the engine coolant lines feeding the Throttle Body. Accomplished by wrapping all lines together within the same piece of insulating foam.
If you live in a freezing climate, you need to do this. If you live in a warm and sunny climate, you may be OK to eliminate this step.
Try again when the engine is slightly warm. The hoses may be pliant enough to allow for easier wrapping of the foam sheet.
