Especially at just 4 years old. If you open the center console and take everything out, the rubber bottom piece lifts out exposing a hole in the bottom where you can access the linkage for the handbrake. See if you can get something in there to tighten it up. WIS (the computer workshop manual if your new to Saab) says to put the handbrake lever to the first notch to adjust it.
Also, there are adjusting screws on the shoes. If you jack up the car and take off the rear wheels, there's a hole in the rotor that allows you access the adjusting screw. Make sure the lever is not engaged while you adjust the screw though.
Between these two adjustments the brake should be engaged by the 3rd notch. Weak hand brakes are definitely not normal on these cars. Before my cables froze and broke, mine was very strong. Good luck.
