your car; the disk brakes and and set of drum brakes inside the drum part of the rotor. The shoes in those drums could probably provide 40,000 miles or regular service as primary brakes if that's how the system was configured so it's very unlikely you'll ever wear them out -no matter how much parking you do.

Sometimes that cable will stretch, or maybe the cable has come loose from one of the brackets that secure it. My guess is that a simple adjustment as mentioned by others will get them working correctly.
