Those stupid plastic tabs break all the time. My car had a broken tab and the cover hung a little lower on one side, but then I brought it in to have the turbo rebuilt and my indy said ironically on the final test drive it fell down. He replaced it with the new version - Saab actually updated the part to have metal tabs. He says he keeps the part in stock because almost every 9-5 that comes into his shop has broken tabs there.
Anyway, I would say your best bet is to get a very small flat head screw driver and press the black tab you see to release the side. Do one side at a time and be sure to support the side that's not clipped while you unclip the other side. If it happens to break, don't go too nuts, it's Saab's stupidity, not yours, but you are going to need to get another one unless you want to glue the housing to the rear glass (not a great idea).
