There is no problem designing in some negative camber. The problem is that such a design must maintain ride height both unloaded and loaded otherwise the camber becomes too negative when loaded and leads to anything from poor tire wear to failed suspension components.
Shims act to neutralize the camber. This will save your tires but do nothing to deal with the handling and other problems due to sag. Saab has had many years to correct this problem, but I agree that unless they are forced by fear of suit or government in regard to safety and emissions, they are very slow to move.
For what it is worth, I have never griped about the camber. It is the suspension that is at fault. Simple testing by Saab would have shown this up early in the design. Someone messed up and we are all paying the price.
