First, the copper washer is readily available at any auto parts store. It will be labeled 14mm, the size you want; this refers to the inside diameter of the washer. Generally, they run $1.00 or so for a couple of them. Saab dealers will charge quite a bit more.
Generally, you can flip over the copper washer and reuse. The worse that could happen would be a minor leak, although I've never seen that during the last 40 years that I've changed oil on Saab's.
I've heard mixed reviews on Purolator filters. eEuroparts sells both OEM and Mann filters (a former oil filter supplier of Saab). Personally, this is not the place where I'd cut corners......especially after 280K sludge-free miles with my 2000 9-5. You're using the right synthetic oil, why skimp on the filter?
