I had an '02 9-5, and I think the Saab warranty was the same in '03 -- 4 year 50k miles bumper to bumper. There is no "Saab certified" program that ends at 45k miles, and only a Saab dealer can certify a Saab.
So the Nissan dealer is likely throwing in some sort of after-market warranty which they "certify" -- up to 45k -- which may be, what, about a year if you drive an average amount?
The key thing is engine sludge -- if there is no record of oil changes -- DO NOT buy the car! Further, if you do, double check what the warranty includes -- ideally interior HVAC controls and motors. Nearly every Saab 9-5 will experience the heater box code 8 problem. At the dealer this will cost you close to $2k to fix. From the board you'll find much, much cheaper options (in the $100's), however, if you are handy.
And yes, the price is too high, even with the very low mileage.
