Having owned Classic 900s & 99s for the past 25 years, I'm intimately familiar with fuel pressure bleed off. But this problem doesn't "feel" like that.
Typical pressure bleed off results in a prolonged cranking, and usually the second crank struggles slightly before catching.
With the Arc, it feels like it is going to catch on the first try, I release the key, and it stops. Tach to zero, etc. Cycle the key once, and it catches almost immediately, with a slightly high idle.
