I have experienced the symptoms you've described.....on both my former 2000 9-5 Aero and prior 9000's.
In each instance it was caused by the A-frame rear bushing....wear and cracking. A crow bar can be used to move the stud inside of the rear bushing....cracks and separation will show up.
A-frame rear bushing:
MY 2000-2001 part no. 50-63-391
MY 2002-2007 part no. 52-33-374
A-frame front bushing:
MY 2000-2007 part no. 45-66-899
If you're doing this yourself and the A-frame rear bushing nut won't come loose easily, remove the A-frame with the rear bushing still attached. Put the A-frame in a vice and use oil and a hacksaw to remove the nut. If you over stress the nut it will snap the stud that's part of the A-frame. A-frame's are not cheap (yes, been there done that). While you have the A-frame out, replacing the front bushing is easy using just a vice to press out the old and to press in the new (use soap as a lubricant).
