Had similar issue last year. When you turn on the car and it's very hot, the recirc closes to allow for much faster cooling. However, my recirc motor was busted and the recirc was always open no matter what the display showed. It also took long initially to cool down the car. After I fixed the recirc motor it cools down much quicker, and after 10mins or so ACC switches to outside air and keeps the car cool on lower fan speed.
Turn everything off (even the engine), press the recirc button on the console and listen what kind of noises you hear. Also, put the airflow on windshield, fan on 5, press recirc and see if the "wind noise" changes. When recirc works it sounds quite obvious; if it doesn't - you won't hear any difference.
