Both are now parked normally, but if I use them it will take a few days of engine start/stop cycles (doesn't seem to be related to wiper use) before they return to the park position again.
The small metallic square you removed is called a "resettable fuse". I have a bag of two leg resettable fuses I bought just to repair my wipers, but these need to be soldered in. The factory device appears to be a friciton fit between two copper straps.
I am wondering if my problem is caused by failed resettable fuses, or dirty connections where they are pressed in. A can of contact cleaner and some 0000 steel wool may be all I need to fix my wipers.
