What all started again? The surging at idle? That would not be a symptom of turbo failure unless the thing seized up and you'd definitely know if that happened. 99.9% of the time turbo failure makes lots of smoke. If you don't have lots of smoke all over the place your turbo is fine. I think I remember you asking this a while ago and us all screaming and yelling that the Mitsubishi TD-04 turbos on the Aeros NEVER die. Do you have a check engine light? Sounds like a vacuum leak or something to me. Look around all over the place for vacuum lines. Another place to look is the turbo bypass valve.
