This is on a 2000 95 wagon...just removed mine two days ago.
Jack up the drivers side front of the car.
Remove the wheel.
Remove the 5 or six screws that hold the front part of the plastic wheel well liner. There are two or three at the outer edge and two or three toward the inside of the wheel well.
Gently pull back the plastic liner and the siren (on my wagon) is mounted just forward and inside the front fender. It's a black rectangle box about 3 in wide and 5-6 in high.
Mine was held in by a bolt at the bottom (also attached to the bottom of the windshield washer reservoir) and a nut at the top. Remove the bolt and nut and disconnect the wiring harness. I believe the wiring harness was typical SAAB, i.e. pry out on the red cap on one end and the red plastic will move out, releasing the plug from the harness.
I just put some electrical tape over my wiring connector and used two small cable ties to secure it to the lower mounting bracket...so it wouldn't bang around.
