A surprising and grim discovery

It appears that all 2004-05 9-5s that I was able to see suffer from two things:
a) the bonnet (sorry, hood! )) when tapped on makes terribly tinny noise, as if no sound deadening is stuck on the inside. The one of my 16 years old mercedes makes a dull thud.
b) much worse, this one - underneath, only the center section of the engine bay and that space between the bumper and the engine block is covered by a plastic tray. sides (with exposed fog lamps cases and wiring, AC lines and air filter box are gaping holes! *&#%! 9000 had a full 3-section tray that completely sealed the space in front of the engine from the elements. Is it cost cutting? Or all cars I saw simply miss those?
Are any proven fixes to this? EPC only gives you the center section so I guess that is the way they were designed to be.
