The *best* is the Tech 2. Which is a quadruple digit expense (think $2k used, up to $5k for complete kit new). And that does not include the 32MB flash cards which need updating to stay current each year (think $5-700). This is why I, and many shops charge a Tech II diagnostic/programming fee to help offset the high cost of the scanner and updates.
In my opinion, a generic CAN OBDII scanner which you get at Harbor Freight for $70 is perfect for reading all the Trionic related engine codes. This is okay as this is where the faults typically occur. In the other occasions you have TCM, BCM or other system faults or need programming it will be cheaper in the end to just pay the fee for a dealer or Indy to run it for yea. I hear that local auto parts places will also read your CEL for free with their generic scanners as well.
