FWIW--My gf's 2004 Acura MDX has the same thing with the rear arch moldings and her tires/wheels have never touched the moldings....
Examining the old 99 and C900 wheel arch moldings, they just filled up with water and debris and split after time and miles.
Your 9-5 may have the tire rubbing issue, but I promise you it's more a function of its location v environment.
The body shop guys go nuts because in the most innocent repair where it has to be removed to paint, customers complain of how it looks when reinstalled.
Not unique to SAAB....
