I was having similar issues with my 2002 9-5 Aero and had also tried the most common fixes with no improvement. I finally learned that the 9-5 Evap Purge system has some one-way check valves that can go bad, leading to failure to hold max boost. For a quick test if this is your problem, remove the top vacuum hose from the BPC valve (the one with three hoses near radiator on passenger side) and plug the hose with a bolt. This is connected to Evap Purge system. The top port on the BPC can stay open. If your performance improves, one or more of the check valves are bad. You can run indefinitely with the hose removed and plugged. In theory, there may still be a very slight loss from max boost, but the ECU and turbo should be able to compensate, unless your car is modified. If ambitious, you can test and replace the check valves for the perfect fix. Hope this works for you. If not, you may also may want to test with a different BPC valve.
