My concern is that this introduces a gap to receive and retain water, salt and dirt. I think that it would be a good idea to seal this up some how.

The joint's stability is to a large part due to high amounts of friction which resists shear force. That is created by the bold torque. However, the condition and of the mating surfaces controls this. With the shim[s] in place, the contact area of the hub and axle is vastly reduced and limited the lower side of the joint. At the top of the joint the contact is through the shim. The shim is hard and very smooth. It would be better in some ways if the shim had some roughness.

Note that the compression forces on the lower [upper as shown in this photo] will be very high. This should cause some minor local metal yield which would be harmless in itself. This increases the contact area until the contact area is large enough to reduce the contact pressures below the yeild point of the metals.

Wheel impact loads are substantial vertical. This places the lower part of the joint in tension and the upper in compression. This will increase the local loads described above.

The effects of this altered contact interface, while not ideal, may not have any practical impact other than the joint been open to contaminates.
