It's very rare that the rear O2 sensor goes bad to begin with. One problem is when going to several shops, one after the other. They might not have much to go on except what the code says and the description of the fault.
After resetting the codes, it takes about 30 min to 1 hour from cold start to get the car ready when driven in a very precise manner to satisfy the fuel computers demand. On some models, it has to be done twice for the catalytic converter to go to ready.
If the problem is big enough, the fault code or check engine light comes back before all this is done.
Without the proper scan tool monitoring this while driving, you will not know if you manage to get it ready in time before the code is back.
All cars from 96 and up has to have this readiness but it wasn't until 2001 that CA started to check for it as part of the emission test.
