Without knowing the specific code and also the extra information about the code that the Tech 2 supply, it's difficult to guess.
Since the check engine light comes back on, it is no way to get the car passed smog by resetting the code for time being.
After resetting the code, the car has to be driven in a certain manner until the fuel computer has tested and declared all emission related devices up and running correctly.
This is called that the car is "ready" or readiness test. This system came along to stop people from just resetting the light and then quickly run to the smog station to get the car through even though it had an emission related problem.
If something is amiss with the car, the check engine light will be back on before the readiness is set.
Since you are looking for a way to get the car through smog without spending any money, it is also difficult to find a shop willing to take a stab at it.
Maybe you should go to a referee station and plead your case? I'm not sure if they would pass the car with check engine light on or not, but it's worth a try.
