Saab apparently changed the communication protocol between the ABS module and the ECU after 1999. I know that my 2000 year car eventually threw a P1925 code, indicating communication failure, when the ABS module failed.
My WIS shows that the P1925 code does not exist for the 1999 year cars (and probably the 1998 year also for ROW). The cost of a professional diagnosis to be certain it is the ABS module may be less than the cost of a rebuild that you may not need. Besides, although rebuilds are highly effective, they are not quite 100% and some go awry.
