high beams not working...here's the facts.

I always expect a bad relay when headlights don't work, I know because I owned 3 9000(s)! but I'm not sure here...
1999 v6 sw 120K
So I hit the switch and nothing happens, but before you say it's the switch consider that I hear and feel the proper relay click (called high beam). I then swap with another like relay and still get the same no-high beam behavior. I checked the bulbs and they are both good (so no fluke of double failure). All fuses in that area are 100%
Here are my thoughts:
1. What does the orange relay called lamp control do? Is this like the one that fails in ALL 9000s?
2. Is there a failure trend with wiring melting under the relay box?
3. Is there a failure trend that the switch is a double throw and triggers the high beam as well as another relay that is not in fact switching (such as the lamp control).
Other then that I cannot thing of anything else to consider. I may crack open the lamp control late tonight to see if there are damaged connections like those that fail on the 9000.
