First, hit the head of the screw flat on with a hammer a few good times. Sometimes the impact of the hammer will break it free enough to turn with a torx socket (if the hole is not stripped from previous attempts).
If that does not work, grab a punch with a small tip, but large enough to sustain a good smack with a hammer. Place the punch near the outside edge of the screw between the recessed Torx hole and the edge. Then hit the punch so it makes a small depression on the flat surface of the screw. Then, angle the punch so it will LOOSEN the screw, and repeat hitting it with the hammer on an angle. The impact from the hammer and the angle of the punch will/should break it free.
If this does not work, grab a blow torch with some MAPP gas and heat it up and repeat the angled punch with hammer. I have not had one which has needed drilling using a combo of the above methods.
You dont need to replace the screw, but I always do either with a new one (usually on the shelf) or temporarily with the old screw. If the torx is stripped, just use the same angled punch procedure as above, just angle it the other way to tighten the screw up. Use anti-seize on reassembly.
