You have to remove the top idler pulley, tensioner pulley, and belt to gain access to the center idler pulley. Unless you or Walter knew the other components were fairly young, replacing them all when doing the deepest and most dificult one is the right decision.
He was probably just trying to save you money on the repair of an older car. I don't agree with some of the proposals made to me by the local Saab Indy, even though they also have a great reputation. They proposed replacing only the failed rear shock! I said "No, do them both". This was on a 2000 9-5 car with over 200k miles, so maybe they thought it was a back-up car or local driver only rather than my daily driver for 100 mile expressway commutes.
